LP 027/2017 卡塔尔断交事件对航运影响后续更新
2017年6月5日，沙特阿拉伯、阿联酋、巴林、埃及等多国与卡塔尔断绝了外交关系，后续报道称也门、利比亚、马尔代夫和毛里求斯也陆续与卡塔尔断交，支持这一针对卡塔尔的行动。目前已有一些国家港口针对与卡塔尔有关联船舶发布了相关指令。
The UAE has not issued adirective universally applying to all UAE Ports. We have however beeninformed that some ports has issued notice to mariners confirming thefollowing:
阿联酋尚未发布统一适用所有阿联酋港口的禁令，但协会从通代处了解到，下述港口已针对卡塔尔相关指令对船舶发布如下通知：
All vessels, either flying the flag of Qatar orforeign flag vessels that have their last Port as Qatar or are destined forQatar after Fujairah will not be allowed into Fujairah Port oranchorage. Such vessels will not only be allowed for cargo purposes (loading ordischarging) but also crew matters, bunkering, repairs or any other business.All vessels presently at Fujairah Port or Fujairah anchorage have been orderedto leave UAE waters with immediate effect. 所有船舶，不论是否卡塔尔旗，上一港来自卡塔尔或下一港即将去往卡塔尔，将被禁止进入富查伊拉港口或锚地。这些船舶作业不限于货运目的（装卸），还包括涉及船员、加油、修理等相关问题。当前在富查伊拉港或锚地的船舶都被指令立即离开阿联酋水域。 Similar position as Fujairah, however no officialannouncement for vessels bound for Qatar to leave immediately. No notice hasbeen received.
豪尔费坝 – 情况类似富查伊拉港，但是没有官方文件命令前往卡塔尔的船舶立即离开港口。目前尚未收到相关通知。
Similar position as Fujairah and vessels at anchorageor Port bound for Qatar have been asked to leave immediately, though no noticehas been received. 情况类似富查伊拉港，在锚地或港口即将驶往卡塔尔的船舶已被指令立即离开港口。目前也尚未收到明确通知。 We understand that effective 0001 Hrs/6th June,vessels arriving from/proceeding to Qatar ports may not be granted entry andclearance. This is verbal information from Jebel Ali Immigration which is theauthority granting port clearance for vessels. No official circular receivedtill now. 自6月1日0时起，来自或即将驶往卡塔尔的船舶将无法进入杰贝阿里港。该信息是来自于杰贝阿里港进出口局的口头消息，当前尚无官方通函。
We are informed that effective 0001 Hrs/6th June entryand clearance may not be granted to vessels arriving from/proceeding to Qatarports. This is again verbal information from Hamriyah Port Immigration. Noofficial circular received till now. 沙迦 – 自6月1日0时起，来自或即将驶往卡塔尔的船舶将无法进入沙迦港。该信息是来自于沙迦港进出口局的口头消息，当前尚无官方通函。 The Chief Harbour Masterof Abu Dhabi Ports has also issued a direction confirming that Qatariflagged vessels, vessels going to / arriving from Qatar (no matter the flag)and vessels having cargo destined or originating from Qatar will not be allowedto call at any port or anchorage under their control. 阿布扎比 – 阿布扎比港口当局也发布了指令，确认卡塔尔旗船舶、去往或来自于卡塔尔的船舶（不论船旗）、装载去往或来自于卡塔尔货物的船舶无法停靠港口当局控制的港区和锚地。
A government notice was issuedon 5 June 2017 advising that all Bahraini ports and territorial waters will remainsuspended for marine navigation to and from Qatar, with effect from 6 June2017. All Qatari visitors and residents have been given two weeks to leaveBahraini territory, and Bahraini citizens are also banned from travelling toQatar.Exact details are not yetavailable with regard to shipment of goods and vessels calling to and fromQatari Ports.
巴林于2017年6月5日发布政府通知，所有巴林港口和领水将自2017年6月6日起中止去往或来自卡塔尔的海上航行。所有卡塔尔访客和居民将有两周时间撤离巴林领土，巴林居民也将禁止前往卡塔尔。有关货物运输和来自及前往卡塔尔的船舶停靠相关具体问题有待进一步消息。
The General Organization of Saudi Sea Ports Authorityhas announced to all shipping agents that they shall not allow entry into Saudiports any Qatari flagged vessels, vessels owned by Qatari companies orindividuals, or vessels carrying cargo of Qatari origin.
沙特海洋港口管理总局向所有海运代理宣布，任何卡塔尔旗船舶、卡塔尔公司或个人所拥有的船舶、载运卡塔尔货物的船舶都将被禁止进入沙特阿拉伯港口。
It is anticipated thatQatari-flagged vessels will not be permitted to enter Egyptian ports. There iscurrently no indication that any vessel calling from Qatar or proceeding toQatar will face difficulties. Flights between Egypt and Qatar will betemporarily suspended. Qatari nationals entering Egypt are likely to facedifficulties. There should be no effect on Suez Canal transits for the timebeing, but there may be a requirement for Qatari crew members to be replacedwhile crossing the Canal.
我们预计卡塔尔旗船舶将被禁止进入埃及港口区域。当前尚未有迹象表明任何来自于卡塔尔或去往卡塔尔的船舶在靠港时存在困难。埃及与卡特尔之间往来航班将被暂时中止，卡塔尔国民进入埃及也很可能存在问题。当前暂时还未对苏伊士运河通行产生影响，但是在船舶通过运河时可能会被要求替换卡塔尔籍船员。
关于上述国家针对卡塔尔的抵制行动，现已经在实际运输中产生了一系列咨询和问题，包括但不限于： 1. 船舶是否有权绕航； 2. 不可抗力和合同受阻； 3. 是否有权拒绝租家航次指示。、 针对上述问题，我们目前无法给出确切答复。但是，提单和租约的下述条款可能是有关联的： 1. 绕航条款； 2. 安全港条款； 3. 不可抗力条款； 4. 战争条款（包含blockade）； 5. 制裁条款。
