Dr. Song Chunfeng

Dr. SONG Chunfeng, Managing Director, born in December 1969, holds an LLB from Liaoning University, LLM in International Economic Law from Shanghai Maritime University, Doctor of Law in Civil Law from Peking University. He is also qualified as a practicing lawyer in China. Dr. Song was the Manager of the Commercial and Insurance Department of China COSCO (Group), subsequently the CEO of COSCO SHIPPING (Hong Kong) Insurance Brokers and COSCO Shenzhen Insurance Brokers. He was also a member of the Documentary Committee of BIMCO. Dr. Song now serves as the Managing Director of China Shipowners Mutual Assurance Association and China P&I Management Co., Ltd., Vice President of China Shipowners’ Association, Chairman of the Insurance and Law Committee of China Shipowners’ Association, Member of Shipping Policy Committee of Asian Shipowners’ Association, Board Director of China Minsheng Bank, Member and Arbitrator of China Maritime Arbitration Commission, Arbitrator of Shanghai Arbitration Commission and Arbitrator of South China Branch of China International Economic and Trade Arbitration Commission. He is also a Visiting Professor at Shanghai Maritime University, Visiting Researcher of the Maritime Law Research Centre at Peking University and Member of Shipping Service Expert Committee of Shanghai International Shipping Institute.

Deputy Managing Director

Mr. Liu Yutong

Mr. LIU Yutong, Deputy Managing Director, graduated from Tianjin University, majored in Humanities and Social Sciences and joined China Ocean Shipping (Group) Company in July 1994. Mr. Liu had been an employee of COSCO Tianjin, Deputy Section Manager, Section Manager and Deputy Department Manager of Cosco Bulk Carrier Co., Ltd., Operation Manager, Deputy General Manager and Managing Director of Five Star Shipping Agency Pty. Ltd. He has served as Deputy Managing Director of China Shipowners Mutual Assurance Association since June 2012 and is presently in charge of the Association’s claims handling, marine hull, loss prevention, etc. With over 20 years of experience in the shipping industry, Mr. Liu has extensive general and operational management experiences in headquarters of large shipping companies, the overseas shipping industry, shipping agencies and dealing with various maritime affairs. Mr. Liu obtained a Bachelor of Law degree from Tianjin University and a Master’s degree of International Law from China University of Political Science and Law. He also has qualifications for Executive Financial Planner (EFP) and Chinese Financial Planner (ChFP). Mr. Liu is a member of the Shipping Insurance and Liability Committee, Asian Shipowners' Association, a member of the Insurance and Law Committee of China Shipowners Association, a member of the Classification Committee of China Classification Society, a Board Director of China Maritime Law Association, an arbitrator of China Maritime Arbitration Commission as well as an arbitrator of Shanghai Arbitration Commission.

Deputy Managing Director

Mr. Gong Xiqian

Mr. GONG Xiqian, Deputy Managing Director, Senior Economist. From 2000 to 2006, Mr. Gong worked as Deputy Managing Director of China P&I Services (Hong Kong) Ltd. He was appointed as Deputy Director of the Managers in 2006 and Deputy Managing Director since 2012. Prior to joining the Association, Mr. Gong worked at China Ocean Shipping Co. Head Office from 1989 to 1993 where he worked in the Claims & Insurance Department. Mr. Gong graduated from the Foreign Language Department of Shanghai Maritime University (SMU) in 1989 with a Bachelor’s degree in Shipping English. He holds a Master’s degree in Finance (Insurance) from the Central University of Finance and Economics (CUFE). Mr. Gong is an ALL-ROUND professional in P&I insurance who has extensive experience in underwriting, claims handling, accounting, HR and general management. He is also appointed as the Vice Chairman of Shanghai Shipowners Association, Standing Director of Shanghai International Shipping Institute, Arbitrator of China Maritime Arbitration Commission, Arbitrator of Shanghai Arbitration Commission, Expert of Chinese Ship-source Oil Pollution Compensation Fund and Deputy Director of Maritime Law Committee of China Institute of Navigation.

Special Advisor

Dr. WU Chao

Dr. WU Chao, Special Advisor. Joined CPI from January 2022. She has Bachelor and Master in French and French Literature from Universities in Shanghai and Toulouse, and Master and Ph.D. in Law from Sorbonne University, Paris, France. She is fluent in Mandarin Chinese, French and English. Until June 2021, she was the Chief Legal Officer of the UK P&I Club, responsible for the legal aspects of the Club's insurance business, including Club Rules and constitutional documents, reinsurance contracts, Members' documentation and terms of entry, Members' contracts, the development of cover wordings for charterers and for offshore energy & specialist operations, and advice to Members on international legal developments.  She was the first woman member of the UK Club's senior management team, and a regular presenter at the Club's external Board meetings for more than 15 years. Dr. Wu is an acknowledged expert on the International Group (IG) Pooling Agreement, having served for 13 years as the Chairman of the IG Pooling Agreement Committee. She served as a Director of the International Tanker Owners Pollution Federation; a member of the IG Pollution Committee; and the Chairman of the IG Co-Assured Committee. She was a member of the French International Law Society and US and UK Maritime Law Associations. She was an invited speaker at many international conferences; was a keynote speaker at BIMCO's 100th anniversary, and served as a visiting professor of the IMO’s International Maritime Law Institute in Malta. Dr. Wu is an internationally recognized expert in the field of oil pollution liability and compensation. She is the author of two much quoted books on this subject in English and French that were awarded prizes by the British Insurance Law Association and the Institute du Droit Economique de la Mer in Monaco. She established the UK Club's US spill management arrangements to assist Members; provided strategic advice in the handling of major pollution claims including the Haven and Athos 1 spills, as well as travelled and advised shipowners around the world on environmental liability and all aspect of P&I cover over the past 25 years.
