LP 21/2025 Maritime Industry Security Threat Overview (MISTO) Updated
The Maritime Industry Security Threat Overview (MISTO) has been updated by a coalition of shipping associations including BIMCO, ICS, INTERCARGO, InterManager, IG, INTERTANKO and OCIMF. MISTO pinpoints physical dangers—piracy, armed robbery, terrorism, war—that could inflict serious harm on people, the environment, ships or cargo. The MISTOs are rooted in the understanding of a threat as the product of capability, opportunity, and intent of a threat actor. Threat should not be confused with risk, which is unique to different ships in different situations. Users must therefore conduct their own security risk assessment to decide whether the residual risk, after mitigation, is acceptable in their specific circumstances and in light of their risk appetite. MISTO is designed to be used alongside the industry’s Best Management Practices (BMP) for Maritime Security, which provides a structured risk-assessment process and mitigation options.
The MISTO provides general information on the background and threats regarding piracy in five maritime domains:
- Gulf of Guinea – predominantly Niger Delta based pirates;
- Red Sea, Gulf of Aden, Northwest Indian Ocean – Houthi insurgents;
- Northwest Indian Ocean and adjacent waters – Somali pirates;
- Straits of Malacca and Singapore (SOMS) – pirates and armed robbers;
- Black Sea and Sea of Azov – Russia and Ukraine.
