We have noted over the last weeks an increasing amount of fines of various types being inflicted by the Senegalese Customs Authorities who appear to be applying the existing Customs Code with increased vigour and are paying closer attention to the details contained in each ship's declarations of manifests, ship stores and bunkers.

LP 88/2016 Enclosed space entry permits still not being implemented correctly
In 2016, the SOLAS convention on enclosed space entry was amended requiring all ships to carry portable atmosphere testing equipment on board. The regulation aimed at protecting seafarers who need to enter enclosed spaces entered into force on 1st July 2016.

LP 76/2016 Follow-up Developments on Implementing Low Sulphur Content Fuel Requirement in Shenzhen Port, China
Recently local authorities in Shenzhen made a similar decision and intend to adopt higher requirement on using low sulphur content fuel (not exceeding 0.5%mm) during ships berthing at Shenzhen port from 01 Oct 2016.

LP 75/2016 Tackling Cargo Liquefaction
In recent years the shipping world has experienced a number of incidents which have been attributed to liquefaction of cargoes of iron ore fines and nickel ore, which are frequently presented for loading in a dangerous condition. Solid bulk cargoes such as unprocessed mineral ores and refined mineral concentrates have certain characteristics that, although they may appear to be in a dry, granular state upon loading, may contain enough moisture to become fluid under the compaction and vibration that occur during a voyage.

LP 74/2016 Zika virus : fumigation in PR China
Since March 2016 China has required a mosquito eradication certificate for cargoes originating from countries at risk from the Zika virus. At present there are around 68 countries on the ‘at risk’ list, including the US which is China’s largest trading partner.
